That was the most intense couple of days I think I've ever had, and not even pain wise, just swelling and feeling overall very debilitated. But I'm on the other side. Everything is healing perfectly all as well. I haven't looked we're done anything true crime related since I released the episode a last week, so we're not going to do it right now in true crime right now, just because I do not have it ready. I also have family in town, so I've been busy with that as well as far as trying to spend time with family and also try to recover at the same time. So hopefully we're going to get back into normally scheduled programs soon. I might have another guest episode next week. I'm not really sure. Divers locate Jeff Anderson's car, flag it and attach a booby to it, running the license Pleates on his twenty fourteen Ford Focus will tell authorities who the car belongs to. Yet divers were unable to obtain a visual confirmation that anybody was in the car. The water was far too murky, and all four windows of Jeff's car were intact and rolled up. That same morning, while the commotion and chatter amongst people gathered around the levee was at a low and somber murmur. The two eyewitnesses who called nine one one on September ninth, just two days prior, Stanley and Jessica walked up the driveway from the residence onto River Road and just a few hundred feet down and across the street to meet the group gathered. This The Secrets Beyond the Sacramento River, a limited investigated podcast series asking what happened to Jeff Anderson And I'm your host Jules. And I'm your host John And this is chapter two. What to Believe? Vote any high, vote, any picular engine, anyone can firm response to River Road important? Do you have an incident description or an updated location after where we should be heading to be able to get some type of recovery team out here. So yeah, clear the scene and let sheriff handle it from for their rescue people. I mean anyone Hunder and Clarty I nine have to handle the rescue. You know. Only nine nine has the advice that they're very start will be checking in the morning. The advice also unable to locate cables and stand the locations either. The following is a statement provided to the California Highway Patrol by one of Jeff's friends who was on the scene on September eleventh to watch divers search for Jeff. We want to thank her publicly for providing this statement, as many others who were at the scene declined to not only speak with us after Jeff's sister, Rebecca asked them to, but also declined to send any information to the California Highway Patrol in a sea of responses such as we don't want to get involved or everything is hearsay, followed by ghosting us. We'll share those messages the ones from people mining for information under the guise of trying to help us later. On dated Thursday July eleventh, twenty twenty four, Hi, my name is Amanda, name changed, and I am writing you this letter in regard to the ongoing investigation of Jeff Anderson's death. A friend of mine went to the river where the incident had occurred, I believe, on Monday, September eleventh, twenty twenty three. While there, the couple who lived at the house nearby was there with us. They told us that they had actually been home when the incident took place. They said they witnessed two vehicles stop in front of their home on River Road. They stated both vehicles sat there for what seemed to be ten minutes. They decided to call nine one one, and after doing so, the vehicle in the front, Jeff's car, suddenly turned to the left, headed towards the river. The second vehicle, at this point, then sped off. They said that they went up to the road and saw the white Ford Jeff's vehicle floating down the river. Thank you for your time, Amanda, and. There it is the now infamous two car theory, as indoctrinated allegedly by the eyewitnesses themselves. Now recall, in episode one, we shared that CHP California Highway Patrol followed up two separate times months in between to ask this one question. How many cars were parked on River Road that evening Now, according to Stanley's police statements, he reiterates twice that there was never a second car. In fact, Jessica also reiterates in the months following September eleventh that there was never a second car. So why would Jeff's friend at the scene on September eleventh submit a statement to California Highway Patrol, sign her name and tell family she was one hundred percent positive she heard the witnesses correctly. If this was untrue, could it be that she was mistaken? Well? Perhaps, But what do we say about coincidences in investigations. This is not a standalone statement that four other individuals at the scene on September eleventh would write statements and be willing to testify in a California court before a judge that the witnesses Stanley and Jessica told them on September eleventh there were two cars on the levee. So of course we're going to share those statements with you as well. Dated June twelfth, twenty twenty four. To whom it may concern, I would like to share some information that I first hand witnessed regarding statements made by the witnesses whom called in the vehicle that went into the water on River Road near Vorden Road on Soptember nine, twenty twenty three. The conversation I was a part of was on September eleventh, twenty twenty three. I heard information that Jeffrey was missing since September nine, twenty twenty three, and also was informed that his car may have went into the water on River Road in Sacramento County. I drove out to River Road on Monday, September eleventh, twenty twenty three, to see what I could do to help or try to locate his vehicle. I was one of the first people to show up to the general vicinity of River Road slash Fordon Road, and I parked in the small parking lot next to the brick building. Jeffrey's father, Alan name changed, was there and we began discussing everything. As the day developed, multiple people began to show up to the location because they also heard that there was a report that a vehicle went into the water in that area. The neighbors next to the brick building at or around River Road came out at some point, and myself and another witness, Carolyn name changed, began speaking to both the female and the male. They advised us that they had made the report of the vehicle going into the water, and the male also said he had seen the vehicle in the water. The male mostly spoke of the incident, however, the female also contributed to the conversation. In fact, at one point, myself and Carolyn were invited by the couple into their house for ice water into use of restroom. It was warm out that day and we had been standing in the sun for a few hours now. During our conversation, he mentioned a few things as he told us his experience from September ninth. He said that they were coming home from a funeral service for a friend that was a firefighter. Upon approaching his driveway, he saw two vehicles pulled over slash parked on the side of the road. He mentioned the white sedan in front and didn't describe the second vehicle. He did say he thought it was a bit weird, but not unheard of that cars would be there. He did mention the approximate time, However, I can't definitively recall what time, he said, although I believe it to be round dusk or dark. He then proceeded to tell us how they parked in the driveway and went in the house. He also said it was a little concerning because it was approaching the evening time and those cars were still parked there. He stated that he heard a loud noise outside and was debating going out to look to see what it was because of the cars that were there. He thought maybe the people in the cars could be up to something malicious and the loud noise could be an attempt to get them out of the house, for example, maybe a home invasion. He stated he decided to go outside and as he got to the top of the levee, he saw the car in the water. He stated that the inside of the car was dark, but the headlights were still on and the car was afloat bobbing in the water. He stated he followed the car along the levee to see if anyone was in the car, and he was yelling at the car to see if he could get a response from someone if they were in there. He showed us the location of where the car went in. He then stated that this is when he called law enforcement to report the car in the water. He said he didn't see anyone in the car and there was no response from anyone in there. As he was telling us these things, he was very descriptive and seemed sure of what he had seen. I even overheard him telling the same story to a few different groups of people. Please feel free to reach out with any further questions. Signed Joseph Smith, name changed. And that adds an additional car at the scene of the incident, a loud crash followed by Jeff's car moving. But wait, we're not done. Here's another statement by Jason and Carl, two brothers who grew up next to Jeff and considered Jeff their family. The following is an excerpt from the statement sent to the California Highway Patrol on June twelfth, twenty twenty. Four, guarding the incident of Jeff Anderson on the weekend of nine nine, twenty three. To whom it may concern, my name is Jason. I am Jeff's neighbor of forty plus years, a friend and treated like an older brother. I knew Jeff since he was born until he died. I have some concerns that have not been addressed about Jeff's incident that I reached out to Officer Lloyd to ask about, and he told me to prepare the statement and mail it into CCHP. On Sunday nine, nine twenty three, Jeff's mother contacted me and told me that Jeff had not returned home the previous night, and she was worried. It's uncharacteristic for Jeff to stay out super late, especially overnight. Somewhere I knew the previous day he had attended the rib cookoff at Haytones Bar in Franklin, California. He told me the night before he was going and was excited to see friends there and eat. I told his mother to wait one more day just in case he got a dui or something happened like that. He probably didn't have his phone. She agreed. The following morning, she called me and said Jeff did not show up for work again, very uncharacteristic of him. He was always on time and didn't miss work. She immediately filed a missing person's report, and my brother Carl and I headed out to the Delta to look for him or his car. When we first started scouting the Delta, I noticed there were harvest trucks everywhere because it was harvest season grapes, nuts, etc. Every field had workers in it and traffic was thick. This led me to believe Jeff had gone off the road somewhere. Someone somewhere may have seen his car on any of those fields out there as soon as the sun rose, so I headed back to my house. When I got home, I messaged the owner of Haytne Shanty we went to high school together. She called me back and said Jeff and a group of friends were all heading to Tony's place in Walnut Grove after hay Ton's and one of the bartender's mothers had heard on the police scanner that a car matching the description of Jeff's car went into the river sometime around nine to ten pm. After learning this, we got back in the truck and headed back out to the Delta, this time to the reported crash site. Here are si of events that followed as I remember them. While at the scene on the Levee Road, we noticed the place where the car ultimately went in and decided to wait for the sheriff. While waiting for the sheriff, Jeff's dad, mister Anderson, and another family friend, Jimmy, showed up to the scene to meet the sheriff with me and my brother Karl from the house across the street. Walked up a man to be identified as Stanley. He asked us what was going on. When I told him what we were doing, he stopped and proceeded to tell us this. Stanley said, quote, please don't talk and let me tell you the story because it was really strange. Okay. End quote. He goes on to summarize the rest of what Stanley said in this statement. On Saturday night, him and his wife or girlfriend just got home from a Courtland fire banquet and noticed a white sedan parked on the levee above his home. He waited, and then another car pulled up behind the white sedan. Stanley said he then called nine one one because it looked suspicious. While waiting for the police, Stanley said he saw no one in the car. I asked, could the seat be all the way back? He replied, possibly, but I saw no one in the front driver's seat. While waiting for the police, Stanley stated to all of us that the car was so quiet that either the engine was silent or wasn't running at all. Next, Stanley said, the car started moving extremely slow, as if someone was pushing it. It then made a turn directly ninety degrees to the left and went straight down into the river. Stanley continued to tell us that he watched the car go down the river front and down lights on in trunk up until the pressure popped open the trunk and all sorts of trash or debris was floating down the river. Stanley then told us that the fire department came out that Saturday night didn't find anything, and then proceeded to tell Jess's father quote, I am sorry. We all thought there was no one in the car and it was just another insurance job or dumping of a vehicle Pencuo. When the sheriff arrived, we told him what Stanley had said, and the sheriff went to go get the search boat. Now we're going to stop his statement there since we'll be using the other parts in subsequent chapters. But Jason's brother Carl, who was mentioned, was also with him on September eleventh and also wrote a statement submitted to CHP, and it was just like Jason's and it relays the same story. Per the California Highway Patrol Narrative SLASH supplemental of the traffic crash report that we shared in episode one, CHP Officer Lloyd logged that he conducted a follow up interview with both witnesses, Stanley and Jessica, a third and final time on June twelve, twenty twenty four. Now this is the same day, the same date, June twelfth, twenty twenty four, that all these written statements were emailed to the CHP per Officer Lloyd's advice to them. It should be noted that Officer Lloyd followed up with this information submitted. However, per the reports, it appeared is that the only follow up was to confirm with the eyewitnesses Stanley and Jessica, that there was indeed no second car. None of the individuals who submitted written statements about being told about two cars by the eyewitnesses were ever contacted again, nor were they followed up with from the CHP. Is it appropriate to ascertain, given the information in the official CHP report, that the only follow up was a question the response was accepted, regardless the numerous written statements that Stanley told them that there were two cars and it was just accepted. Okay, here's the report from the third and final interview, again performed by CHP Officer Lloyd the same day the written statements were submitted. Quote. On June twelve, twenty twenty four, at approximately fourteen thirty eight hours, CHP Officer j Lloyd spoke with witness number one again. Witness number one added his original statement was accurate and reiteration that there were no other vehicles or persons near Vehicle one on the night of the crash. End. If you're like us, you're scratching your head. How did multiple people submit signed statements saying that Stanley told them of a second car? And to add to that, we need to mention that the submitted statements were written by individuals who were all told about a second car from Stanley at different times on September eleventh. What are the odds that multiple people were told by Stanley about a second car decided to get together and create a crowdfunded lie about it and submit written statements to law enforcement. Jeff's sister, Rebecca was told individually by the people at the scene on September eleventh that were looking for Jeff about Stanley talking to them. She then asked them to tell CHP or California Highway Patrol, which, if you recall in Jason's statement, he told CHP on the scene on September eleven. What Stanley told him now, HP tells him to submit his written statement and prompts Rebecca to request everyone to submit one. But not everyone there contacted Jeff's sister about what they heard, nor did everyone there who was told about the two cars submit a statement. Now, let's quickly put together reports from Stanley's interview. The evening of the ninth, so, he was driving to his residence when he observed Vehicle one parked just north of his driveway facing northbound. Stanley, also known as Witness number one, noted that he didn't see any occupants within or around the vehicle and that was abnormal, so he called nine to one one. After he called nine one one, he walked back up his driveway and saw the vehicle rolling down the embankment, entering the Sacramento River and floating about fifty yards before fully submerging. On September eleventh, Stanley talks with friends and family of Jeffs who have gathered at the levee on River Road and shares information in the statements that were submitted to CHP that there were two cars. One statement includes Stanley hearing a loud noise, prompting him to go back to the two cars and check it out again. And we need to remind everyone that these are all per the signed witness statements we received. These statements were told to observers on the scene before the sheriff arrived to coordinate a search team in the water. Jeff's friends Jason and Carl relate to the sheriff what Stanley told them about the incident and the two cars being observed. The sheriff then calls in the dive team. It won't be until September thirteenth, the day of the recovery of Jeff and his car from the bottom of the Sacramento River, that California Highway Patrol will interview witness number three, Jessica. Jessica was with Stanley the evening of September ninth. She also was the one who called her father, who was a volunteer firefighter. She called him directly on the phone about the car going into the water, then called the on call Chief, Vince Peters. This prompted Chief Peters to directly radio dispatch about a word of mouth call of a car going into the river. On November twenty ninth, twenty twenty three. Stanley is interviewed for a second time, this time by phone. On June twelfth, twenty twenty four. There were multiple written statements submitted about the mention of a second car a loud noise by multiple parties when they went to the scene on September eleventh. On June twelfth, twenty twenty four, a third and final documented interview is conducted with witnesses Stanley and Jessica. I spoke with one of the individuals who submitted a statement, and as promise, we changed her name. When individuals ask us to do so, we do it. No questions asked. We've read her statement above. We named her Amanda. She was gracious to allow us to send questions to her in an email, and the following were Her written response is verbatim, Jules, were you at the scene on River Road? Amanda? Yes, I was there with everyone daily until they pulled his car. Jewles. What did the witnesses tell you, Amanda? The couple who were at Tony's Bar stated there was a slight disagreement slash possible altercation between Jeff and some person or persons, unsure if it was more than one. They then stated that he was there with them after his disagreement, but he apparently took off without saying anything to them. The homeowner slash witnesses said that two vehicles had stopped on the levee on the road in front of their home. They watched them for a bit before calling nine one one, concerned as to why they were stopped there. Either while on the phone with nine one one or in the process of calling nine one one, they witnessed a vehicle in the front turned towards the river, then coast that direction. The second vehicle, they said, then took off. They went up to the levee to see the white vehicle floating down the river. Jules, how confident are you that your recollection of these events are accurate? Amanda, Pretty confident. And now we go to my social media inbox. Someone messaged me and replied to an Instagram story I made asking for people who knew Jeff to come forward and speak with us about who Jeff really just was as a guy, as a friend, and we will refer to this individual as Ruby. Ruby asked me if we were still looking into Jeff's case. I told her yes, they absolutely are. Ruby. Good, I am glad someone finally spoke up because we were there. We heard it all, and it has been really scary that people had changed their views. Jules, can you share what you heard? Ruby? Sure? Jewles, well, we can share it anonymously. We only release names when deposed by legal Ruby, I will warn you. I am a transplant to this area, so I don't know his friend's names and stuff. I just people. But I was there when they gave their statements the CHP. I was with Jes's father when they called him to id Jeff Jewles, can you share everything you remember what the statements were? And thank you? Ruby. I will email you everything I remember. I had told the Sheriff's department, and of course Rebecca and her mother too. Jewles. Did the witnesses say that there were two cars? Ruby, Yes, that's what brought them out of their home. It was lit up by the car lights. They were afraid someone was breaking into their home. And then after some time no one came to the house. So he went outside and saw one car drive off and one car go slowly over the side of the hill. He thought it was an insurance drop of a car, and that's why he called nine one one. He said they had the lights on and slowly went down the hill. Jules, he said he thought he saw someone Ruby. Yep, he said. That is why they sent out the River Delta or Clarksburg got. I can't remember what that fire Department's boat is, Jules. This is devastating. Can I ask you a question? Do you think Jeff's death is suspicious? Ruby? I don't think. I know he was absolutely killed, Jules. Do you have a theory about what happened to Jeff Ruby? Jeff was everyone's friend, so I can't figure out what happened. I know him. He doesn't drink and drive, and he was too broke to drink a lot. He was afraid of the water, and he went home every night unless he was seeing his girlfriend. So honestly, the only thing that makes sense to me is that he was drugged, because otherwise the story doesn't make sense. The only thing I can think of is he couldn't pay his bill. He got into a fight and they took it too far and had to get rid of the body. But he never did drugs. We would drink, but he rarely got drunks. So I'm not sure he wanted to have kids. He wanted to get married. Suicide is not even an option. For us, and that leads us to the next message we received again. We're changing her name to protect her identity, something which seems to be the only way most people will share anything with us. We'll call her Tara. Tara was friends with Jeff. What she says, her and her husband were out of town the evening of September ninth, twenty twenty three. Tara, Hello, I am a friend of Jeff's. I want to try to help you. I don't know much, but I do want to understand. When I found out Jeff was missing, I called my mom. She used to have a police scanner and hears all the chatter whenever there's a police call. There was a nine one one call that night. He went into the river. I called in sick Monday morning to go search for him in my personal vehicle. I found the tire marks. I called my mom again and she got in touch with the Courtland Fire Department. They were having an event that night. They got the call. They know when and where, and they sent a search GROUPO but they stopped searching after a few hours. Why so frustrating? I know the couple that live in the house where it happened, and they told me there was a solo vehicle with one occupant and they watched it go into the river, and they were the ones that made the nine one one call. And I'd like to remain anonymous. End quote. Well, I asked Sarah if she heard anything else, and she shared with me that she heard from Stanley and Jessica, the witnesses from September ninth. Tara quote, he knew someone was in the car because he saw someone and went up there with Jessica in a flashlight to see if the person in the car needed help. I haven't talked or seen Jessica since all this happened. I was with them at the scene on the day they pulled his car out. End quote Jules, and all the police statements he gave himself, he specifically says he couldn't see any person in the car. Tara, no shit, Well damn he went it lies. So that makes me think maybe I'm mistaken. I just thought they said they saw someone and went to go see if they needed help. End quote. Jules Nope, nope, reiterated multiple times when interviewed as well. So, you guys, was Jeff's location determined because of Tara's mom hearing the police scanner call on September ninth, if Jess's family had not filed that missing person's report on September eleventh, would a dive team have even been sent out on the eleventh. We didn't share one part of the dispatch radio calls yet, and it's because we wanted to hear back from Chief Fence Peters, who is the voice you hear on the audio. He did write me back in text, but he also called me. Now. We spoke briefly on the phone and he told me that he would email me all the documents. On April first, twenty twenty six, I received the following email in my inbox. Quote Jules, good afternoon. This is Chief Fence Peters from Courtland Fire. Sorry for the late response. This is basically all we have for our report for September ninth, twenty twenty three. The only other thing I had was the initial prinout for the call. When it happened, I thought I had the whole entire print out from dispatch, but apparently at the time our internet was down. End quote. Now he attached a photo of the document, so let's review it. Shall we Cortland Fire Protection District Run report date nine nine, twenty three, run time twenty one fifty three. Return time was left blank. Location River Road Vorden Road run type MVA motor vehicle accident units in personnel responding Vpeters Chief ninety one hundred. It lists the personnel from Engine ninety one, Engine two ninety two, Squad ninety two and stand by Personel remarks vehicle into river unable to locate. Sheriff will have dive team in morning. And so one thing we need to obviously circle back to is now that we have two different forms of confirmation of rescue personnel under the ussion that the sheriff will be responding with the dive tea in the morning, which would indicate that the type team should be arriving on September tenth, twenty twenty three. This was mentioned in the dispatch call logs, a dispatch audio and now the report from Courtland Fire. Why did the divers not go to the river on the morning of September tenth, twenty twenty three. Why did the boats and sonar not go out to the river on September tenth? Why can't anyone answer this? There's a lot more about this to touch on, but first. But we want you to hear this part of the dispatch audio from September ninth, twenty twenty three. You'm hire further about the recovery team that you're requesting. Well, I'll give you guys a call. Elard h. Why did he need to get off dispatch to call on a landline? What was the point? What did he need to say which he couldn't say or shouldn't say on radio dispatch? So I asked him this on the phone, and he replied, quote, sometimes it's easier for me to talk on a landline, just say what's happening, you know, because there's a lot of ears on the dispatch end quote. He doesn't recall what was said on the other call, and the call was not one that was provided to the family when they requested it. We may never know what was said on that landline call. Was that the point or not? Is there a history of civilians interfering with police scanner calls? What would he need to say offline that wasn't being able to be said on the radios? I asked him why there was not a dive team sent immediately at first light? September tenth, twenty twenty three. He told me that there could have been mini factors. The water could have been still pretty cold. I followed up, asking why it took four days to get Jeff from the bottom of the water, and he replied that it's not unusual for searches to take multiple days of looking for someone when they are not located. And I made this point, I said, no, Noboddy was actively searching for Jeff. On September eleven, divers entered the water and found his car. It would then be the thirteenth that his car would be removed. It didn't it take days to find Jeff. It took a few hours of dedicated divers actively searching in the water to locate Jeff's car, just a couple hundred feet from where it was reported he went into the river on September ninth. According to witness number three's statement to CHP California Highway Patrol and what others told CHP, she told them Jessica and Stanley were driving home from a memorial service for a firefighter that evening. We did check and there was a memorial service in the area for a former firefighter that evening. I asked Chief Peters if any of his crew were at this service that evening, and he said no, they were not, and then asked if the witness Jessica's father was at the scene that evening. After all, according to Jessica, when Stanley's nine to one one call disconnected, she called her father, who works with the department. Chief Peters relayed that no, her father was not on the scene that evening. He said him and his crew were on the scene for a good few hours, and the entire time they were there, he said, the two witnesses were also there because quote, the witnesses were absolutely sure someone was in the water end quote. Chief Peters provided me a list of the names of his crew who were on the scene with him on the evening of September ninth. I asked him if the CHP actually ever did come out, and he said yes, but he did not recall additional information. We will await if there are any other subsequent follow up reports, if mister Chief Peters can find them. Before we dive into that a little bit more. One thing we wanted to bring up is this Jessica witness number three knew Jeff this doesn't stick out to us as particularly surprising. The area is small, it's a small town vibe. But at what point did she realize she knew who the end of is was? In the car in the river. We know that there was the memorial service for the firefighter just a few miles down the road, but did that service also carry on the gathering to a local bar after? Did anybody at the memorial also see Jeff at Tony's Place, the last known bar Jeff was allegedly seen at. And was this memorial the reason the volunteer fire department was called out or was that just standard protocol If Jessica hadn't called her father that evening and had him radio in the call to Chief Peters, which firehouse would have responded. There's a lot of talk amongst people in the area about jurisdiction, and we want to remind everyone that this is all in Sacramento County. However, this particular area has multiple fire stations within a few miles. Walnut Grow Fire Department was allegedly also unseen that evening per Chief Peters. And what's interesting is this, according to the traffic by the California Highway Patrol, the agencies involved in the report are listed as follows California Highway Patrol, Walnut Grove Fire Department, San Joaquin Sheriff, and Sacramento Sheriff, as well as Sacramento County Coroner's Office. Now once is Chief Peters and his crew with a volunteer Courtland Fire Department listed on the report. When we visited the Cortland Fire Protection District website, we confirmed that Vince Peters is the fire chief and he also serves on the board.
